Log Message:
sbbslist upgrade now removes (very old now) SBL program config

update.js now does the v3.19, v3.20 upgrades *before* making other config changes (e.g. upgrading SBL->SBBSLIST).

This allows us to just run jsexec one time when upgrading from v3.19
(or earlier) to v3.20 or later.
